The Nigeria MEMS five-year Task Order was awarded to The Mitchell Group Inc. (TMG) by the Nigeria Mission of the United States Agency for International Development in October 2010 to provide comprehensive monitoring and evaluation support services to the Mission, serving Strategic Objective Teams and Implementing Partners in the full set of programs.

These contract mechanisms are available to the Mission and Implementing partners to purchase individual activity and/or program development and administrative advice for partners, evaluations, and other monitoring or reporting services from The Mitchell Group.  Additional purchased services can be acquired through individual task orders under the Nigeria MEMS Task Order.

Individual SO Coverage: USAID teams may purchase additional services for program analysis, program and activity design, and administrative advisory services for development partners. 

Monitoring and Evaluation Services:
  These may be purchased to strengthen intermediaries' capability to monitor, evaluate, and disseminate information on the progress and impact of USAID-funded activities. This includes institutional strengthening of M&E units and systems; use of computerized information systems, databases and networking; and improved dissemination techniques, including the use of electronic communications.
 
Surveys, Analyses and Assessments:  USAID teams may identify key pieces of analytic and/or survey work that will contribute to the team’s decision making processes, resolve development questions, guide resource allocation, enhance program impact and provide success stories, best practices and lessons learned.  Assistance with the conduct of these studies may be purchased from The Mitchell Group through the Nigeria MEMS Task Order.

  • Performance Management Plan & First Year Work Plan for the International Foundation for Education & Self Help, a USAID partner
  • Assessment of the Rice Mill Project for Exxon-Mobil & the USAID/Nigeria Program Office
  • Evaluation of the JOBS program, implemented by a USAID partner

 

How to Access Nigeria MEMS Additional Purchased Services

USAID/Nigeria Teams and their Implementing Partners are the primary clients of Nigeria MEMS purchased services. 

The procedures to purchase additional services from The Mitchell Group via the Nigeria MEMS Task Order outside the Core Services are as follows: 

  1. In consultation with Nigeria MEMS staff, develop a detailed task order Scope of Work for the services required

  2. Nigeria MEMS submits the Scope of Work to the Cognizant Technical Officer for the Nigeria MEMS Task Order for approval

  3. Once approved, Nigeria MEMS proposes candidates for the roles identified on the technical assistance team to the client and the Nigeria MEMS CTO for approval

  4. Once the Technical Assistance team has been approved, Nigeria MEMS prepares and presents a budget to the client and the Nigeria MEMS CTO for approval

  5. Once the budget has been approved, TMG Headquarters prepares and presents a Purchase Services Agreement to the client and the Nigeria MEMS CTO for approval and signature.

  6. Once the agreement has been approved and signed, work on the task order is initiated.
