The Nigeria MEMS five-year Task Order was awarded to The Mitchell Group Inc. (TMG) by the Nigeria Mission of the United States Agency for International Development in October 2010 to provide comprehensive monitoring and evaluation support services to the Mission, serving Strategic Objective Teams and Implementing Partners in the full set of programs.

The Mitchell Group Inc. was awarded the contract to provide monitoring and evaluation management services to USAID/Nigeria on October 22, 2010. 

The Nigeria MEMS Project provides a set of Core Services to the Mission and the USAID Implementing Partner community while the contract permits USAID and the its partners to purchase a range of services related to monitoring and evaluation.

Program Performance Management Services
Nigeria MEMS assists the Mission to develop its Performance Management Plan, assess data quality, collate, store, and aggregate data in its various databases, and analyze and report on program performance.  

Nigeria MEMS works closely with all USAID partners to review their Performance Management Plans to ensure that they capture program impact, link clearly to the Mission’s own such plan, and conform to USAID requirements. 

Ultimately, Nigeria MEMS will incorporate development performance information from third party sources such as other donors, government, and academic institutions into its databases to provide a detailed picture of development project performance in Nigeria.

Evaluation Management Services
Nigeria MEMS provides guidance and assistance to the Mission to ensure quality, timeliness and adequate dissemination of evaluation results.   A roster of qualified Nigerian firms and individuals has been developed to provide local expertise for the conduct of evaluations of USAID activities.

Nigeria MEMS staff works with Mission managers and implementing partners to develop viable statements of work for the evaluations of activities and programs to ensure the inclusion of key evaluation questions and to recommend methods.
